Mr. Blackburn was President, of both Evaluation Software and Systems Evaluation Inc. (SEI) As President he was responsible for Direction of all Operations and Marketing. Engineering support was provided for both industry and government. The main strengths are in meeting the Client’s needs by: understanding the objectives and problems of complex systems and Communicating to undertake required tasks. This required the use of creative engineering, software tools, management skills and insights to support development programs.
