History of Mr.

Arthur W. Blackburn

     Arthur W. Blackburn was born  in Sherman, New York.  When World War II broke out his father went off to War and he was sent to live with his grandmother and uncle on the family farm in Westfield, New York.  When the war ended his family came out to Los Angeles, California where both his mother and father took positions as college professors at USC.

      When Arthur entered High School the family moved to the community of Westchester which is near the Los Angeles Airport.    During his last year of High School Arthur worked summers as a Tool & Die Maker.   Upon graduation from High School, Arthur went on active duty in the U.S. Navy. This tour of duty started at Naval Submarine School, New London, Connecticut.

    

 

After completing Naval Submarine School he first served on the USS Remora (SS487) and then on the USS Tunny (SSG282). His main duty role was as an Electronic Technician. A qualification for a submariner was having a good introduction to understanding complex systems.  Upon completing an active duty tour Arthur worked nights as a Tool & Die Maker (Douglas Aircraft) while attending college as an Engineering Major during the day.
 

Later on Arthur sold life insurance for New York Life in the evenings while during the day he attended college.  One day Arthur got the opportunity to use his navy experience and education while getting paid to learn at JPL.  Due to the man power freeze at NASA his position was as a consultant.  During the next ten years he would be a consultant to companies such as: Litton Data Systems, Litton G&C, Air Research and American Laboratory.   The work load became too much for one engineer so  Arthur started an engineering company.

 

Systems Evaluation, Inc. (SEI) was formed to provide Design Assurance Engineering support to both the industrial community and governmental agencies. This support grew to include the fields of Design; Design Analysis, Design Assurance, Component Engineering, and Integrated Logistic Support , including Life Cycle Cost, Reliability, Maintainability and Safety. Complete standardization efforts including the preparation of Source Control Drawings or the writing of a single component specification.   SEI grew both in size and reputation with offices in El Segundo CA, San Diego CA, Walnut CA, Westlake Village CA, and Arlington VA.

 

Evaluation Software was formed with the primary objective of providing computer software to complete Reliability Analyses on the PC. Some special needs client software was also developed.  This included the development of the RELPLUS programs. RELPLUS was written in SQL and C and then in 4GL and Visual C. The last version was in FoxPro and Visual C. Special needs software was developed in Visual C and SQL.
