Summary:

 

Mr. Blackburn retired from the engineering field in the year 2000.  The retirement only lasted 7 years due to major financial reverses.  There were no engineering opportunities in the Paso Robles area so he entered the retail and service fields.  Before retirement he was a manager and owner of two engineering firms; Mr. Blackburn provided engineering support for both industry and government. All promotion and marketing was undertaken by him.  Mr. Blackburn maintained the books for both firms.

Evaluation Software October 2009 to April 2010

  1. Under contract to Clark Foods established a label identity and developed a web-site in order to present food product line.  The job detail included coordinating with manufactures and finding distributors to take the products to market.  Clark Foods lacked the required funds and the products never got to marketplace.
  2. Under contract to Advanced Fuel Services sold 26 contracts to clean fuel tanks.  Because of the down turn in funding they lost major contracts and were forced to down size and unable to pay for the new contracts.

Mr. Blackburn took on the position as security person.  This was his day time job.  Besides maintaining security the position was to welcome shoppers and help them find items.  Worked for Ruben Mota, Manager

This was a night job with the position of Maitre’d.  This job involved meeting the guests and looking to their needs.  Before opening he took all steps needed to make the dining room ready for the quests.  Worked for Baxter Boyington, Sales Manager

 

Evaluation Software 1985 – 2009

In 1985, Mr. Blackburn formed Evaluation Software with the primary objective of providing computer software to complete engineering task and meet the growing needs of business to control vital data. Some of the tasks completed were:

 

  1. Develop the Relplus reliability engineering programs.  The programs were developed using Visual C, Oracle database, Informix database, Microsoft SQL, and FoxPro.  The interface was developed using SQL or 4GL and using C for calculations.

 

  1. Develop Web Sites and Document control on line with tools like Front Page, Expression, and SharePoint tools.  Many had a back end linked to   databases like Oracle, Informix, and Microsoft SQL.  One typical task was in 2009 to develop a web site for Clark Foods.  The web site was used to display product and to place orders through the use of forms that were linked to server database. 

 

  1. Provide industry and government with Design and Quality Assurance Engineering support as a consultant.   To provide SQA (software verification)

 

  1.  Support to include the fields of Design; Design Analysis, Design Assurance, Quality Assurance, CM, Component Engineering, and Integrated Logistic Support, including Life Cycle Cost, Reliability, Maintainability and Safety. Complete standardization efforts including the preparation of Source Control Drawings or the writing of a single component specification. 
 

Systems Evaluation, Inc. 1969 – 1985:

In 1969 Mr. Blackburn formed Systems Evaluation, Inc. (SEI). SEI provided engineering support to the industrial community and governmental agencies. This support was in the fields of Design; Design Analysis, Design Assurance, Component engineering, and Integrated Logistic Support, including Life Cycle Cost, Reliability and Maintainability. Under his direction SEI grew both in size and reputation with offices in El Segundo CA, San Diego CA, Walnut CA, Westlake Village CA, and Arlington VA.  .  Mr. Blackburn maintained the books.

  • UCLA Engineering ( Engineering no degrees )
  • Mastered software development with Oracle, Microsoft, and Informix instruction software and manuals. Some of the languages used are SQL , C, Basic, 4GL, FoxPro  and Visual C.
